1. 개요 및 적용 범위

본 문서는 모바일 애플리케이션 "OFFSIDE"(이하 "본 앱")의 아동 안전 표준(Child Safety Standards)을 규정합니다. 본 앱은 오프사이드(OFFSIDE)(이하 "회사")가 운영하며, Google Play의 아동 안전 표준 정책(Child Safety Standards Policy)을 포함한 모든 관련 정책과 법규를 준수합니다.

본 표준은 아동 성적 학대 및 착취(Child Sexual Abuse and Exploitation, 이하 "CSAE") 콘텐츠의 게시, 공유, 유포를 방지하기 위한 회사의 정책과 절차를 명시합니다. 본 표준은 본 앱의 모든 사용자, 콘텐츠, 커뮤니케이션 기능(메시지, 방명록, 사진, 다이어리, Drop, 링크 등)에 예외 없이 적용됩니다.

2. 아동 안전에 대한 약속

회사는 본 앱에서 아동(만 18세 미만)에 대한 어떠한 형태의 성적 학대, 착취, 위해, 또는 그러한 행위를 묘사·조장·미화하는 콘텐츠도 절대 용납하지 않습니다.

회사는 다음과 같은 약속을 이행합니다.

  • CSAE에 대해 무관용(zero-tolerance) 정책을 유지
  • 위반 콘텐츠를 신속하게 발견·제거
  • 위반 사용자의 계정을 즉시 영구 정지
  • 관련 법령에 따라 수사기관 및 공인 기관에 신고
  • 피해자 보호 및 재발 방지를 위한 시스템 지속 개선

3. 명시적으로 금지되는 행위

본 앱에서는 다음 행위가 명시적으로 금지되며, 위반 시 예고 없이 콘텐츠 삭제 및 계정 영구 정지 조치가 취해집니다.

  • 아동 성착취물(CSAM)의 생성, 게시, 공유, 저장, 유포
  • 아동에 대한 성적 묘사 또는 성적 행위 묘사 콘텐츠
  • 아동에 대한 그루밍(grooming) — 신뢰 관계 형성, 사적 만남 유도, 선물 제공 등을 통한 성적 접근
  • 아동에게 성적 콘텐츠를 전송하거나 노출시키는 행위
  • 아동의 신체 사진을 성적 맥락에서 요구·교환하는 행위
  • 아동 인신매매, 성매매, 성적 강요와 관련된 모든 콘텐츠 및 행위
  • 실제 아동을 묘사한 것이 아니더라도 아동 형상의 성적 콘텐츠 (CGI, 애니메이션, 일러스트 포함)
  • 아동 성착취 콘텐츠에 대한 링크 공유 또는 유포 안내

4. 최소 가입 연령

본 앱은 만 14세 미만의 회원가입을 허용하지 않습니다. 회원가입 시 생년월일을 수집하여 연령을 검증하며, 만 14세 미만임이 확인된 경우 가입을 차단하고 관련 정보를 지체 없이 파기합니다.

만 14세 이상 18세 미만의 청소년 사용자에게는 「청소년 보호법」 및 「아동·청소년의 성보호에 관한 법률」에 따라 추가 보호 조치가 적용될 수 있습니다.

5. 인앱 신고 및 차단 메커니즘

본 앱은 사용자가 CSAE 또는 기타 아동 안전 위반 콘텐츠를 발견했을 때 즉시 신고할 수 있는 인앱 메커니즘을 제공합니다.

가. 신고 경로

본 앱의 모든 사용자 프로필 및 사용자 생성 콘텐츠에는 더보기(⋯) 메뉴를 통한 신고 진입점이 마련되어 있어요. 신고 가능한 항목은 다음과 같아요.

  • 사용자 신고 — Communication 탭의 사용자 목록 카드 더보기(⋯) 메뉴에서 신고할 수 있어요. 진입 경로:
    • Communication 탭의 Nearby(근처 사용자, 약 99m 이내) 목록 카드 더보기 → 신고
    • Communication 탭의 Bridge(친구의 친구 소개) 목록 카드 더보기 → 신고 (Bridge 탭이 표시되는 경우)
    친구가 된 사용자의 스페이스(콘텐츠 화면)에는 별도의 사용자 신고 진입점이 없어요. 친구를 포함한 특정 사용자에 대한 신고가 필요한 경우 Communication 탭의 Nearby 목록(Bridge 탭이 표시되는 경우 Bridge 목록 포함)에서 해당 사용자를 찾아 신고해 주세요. 해당 사용자가 목록에서 보이지 않으면 아래의 이메일 신고 (safety@offside.my)를 이용해 주세요.
  • 사진 신고 — 사진 상세 화면 또는 사진 피드의 더보기(⋯) 메뉴 → "신고" (본인 게시물 제외)
  • 다이어리 신고 — 다이어리 카드 또는 상세 화면의 더보기(⋯) 메뉴 → "신고" (본인 게시물 제외)
  • 방명록 신고 — 방명록 글 또는 답글의 더보기(⋯) 메뉴 → "신고" (본인 글/답글 제외)
  • 댓글 신고 — 사진/다이어리/방명록/장소/링크 등 콘텐츠 댓글의 더보기(⋯) 메뉴 → "신고" (본인 댓글 제외)
  • 링크 신고 — 링크 카드 또는 상세 화면의 더보기(⋯) 메뉴 → "신고" (본인 게시물 제외)
  • 차단 기능 — Communication 탭의 Nearby 사용자 카드(Bridge 탭이 표시되는 경우 Bridge 카드 포함) 더보기(⋯) 메뉴 → "차단". 차단 후 효과:
    • 메시지: 양방향으로 송수신이 차단됩니다 (서버 트리거 강제).
    • 친구 관계: 기존 친구 관계가 즉시 해제되며, 친구 전용 콘텐츠 접근이 차단됩니다.
    • 공개 콘텐츠: 사진·다이어리·방명록·링크 중 게시자가 "전체 공개" 권한으로 설정한 콘텐츠는 차단 이후에도 상호 열람이 가능할 수 있어요. 완전 비공개를 원하시면 게시자가 권한 범위를 조정해야 합니다.
    차단된 사용자 목록과 차단 해제는 설정 → 차단된 사용자 메뉴에서 관리할 수 있어요.
  • 이메일 신고 — safety@offside.my 으로 직접 신고 가능합니다. 앱에 접근할 수 없거나 외부 제보자의 경우에 사용해 주세요.

나. 신고 사유 선택

신고 화면에서 다음 11개 사유 중 하나를 선택할 수 있어요. 아동 성적 학대 및 착취(CSAE) 관련 콘텐츠를 신고하실 때는 "불법 활동" 또는 "부적절한 콘텐츠" 를 선택하시고, 상세 설명란에 "아동 안전" 또는 "CSAE"라고 명시해 주세요. 회사 안전팀이 일반 신고보다 우선하여 검토합니다.

  1. 부적절한 콘텐츠 (CSAE 신고 시 선택 가능)

향후 업데이트에서 신고 사유에 "아동 안전(CSAE)" 전용 옵션을 추가할 예정이에요.

다. 신고 처리 절차

  1. 신고가 서버 content_reports 테이블에 즉시 기록되며, 24시간 쿨다운 트리거로 동일 신고 중복이 방지됩니다.
  2. 회사 안전팀이 영업일 기준 2일 이내 1차 검토합니다.
  3. 위반 확인 시 콘텐츠를 비공개 처리·삭제하고, 게시자 계정에 대해 제재(경고·일시 정지·영구 정지)를 적용합니다.
  4. 심각한 위반(CSAM 등) 발견 시 §6의 절차를 따릅니다.
  5. 중대한 처리 결과는 신고자에게 통지합니다.

6. CSAM 발견 시 처리 절차

아동성착취물(Child Sexual Abuse Material, CSAM)이 회사에 신고되거나 발견된 경우 회사는 다음 절차를 이행합니다.

  1. 긴급 임시조치 — 회사 안전팀이 신고 접수 후 가능한 한 빠른 시간(원칙 24시간 이내)에 해당 콘텐츠를 비공개 처리하고 추가 유포를 차단합니다. 현 단계에서는 자동 즉시 차단 시스템이 아닌 운영팀의 사람 검토를 거치는 방식으로 운영하고 있으며, 자동화 파이프라인은 단계적으로 도입할 예정입니다.
  2. 증거 보존 — 수사 협조에 필요한 최소한의 증거(콘텐츠 식별자, 업로드 시각, 신고 기록, 가해자 식별 정보)를 별도로 보존합니다. 신고 기록은 content_reports 테이블에 영구 보관됩니다.
  3. 법적 의무에 따른 신고 — 회사는 「아동·청소년의 성보호에 관한 법률」 및 관련 국내 법령에 따른 신고 의무를 이행합니다. 신고는 사안의 성격·관할에 따라 아래의 관할 기관 중 적절한 곳에 접수합니다.
    • 대한민국: 경찰청 사이버수사국 (ecrm.police.go.kr, 긴급 신고 182), 방송통신심의위원회 (kocsc.or.kr)
    • 피해자 지원 (참고): 디지털성범죄피해자지원센터 (d4u.stop.or.kr) — 피해자가 직접 상담·삭제 지원을 받을 수 있는 공공 기관
    • 국제 (참고): 미국 NCMEC CyberTipline (report.cybertip.org) — 미국 관할 사안에 대한 추가 신고 채널
    현재 회사는 위 기관들과의 직접적 자동 신고 파이프라인 협약을 맺고 있지 않으며, 신고는 운영팀의 사람 검토를 거쳐 수동으로 접수됩니다.
  4. 가해자 계정 제재 — 위반이 확인된 가해자 계정에 대해 users.is_active 컬럼 및 user_suspensions 테이블을 통해 영구 정지 조치를 취합니다. 동일인의 재가입이 확인되는 경우 동일 조치를 반복 적용합니다.
  5. 피해자 안내 — 피해자가 식별 가능한 경우 위 디지털성범죄피해자지원센터(d4u.stop.or.kr) 및 한국사이버성폭력대응센터 등 외부 전문 상담 기관 정보를 안내합니다. 회사 자체의 심리 상담·법적 지원 프로그램은 현재 운영하고 있지 않으며, 외부 공인 기관 연계를 통해 지원합니다.

9. English Summary

OFFSIDE has a zero-tolerance policy against Child Sexual Abuse and Exploitation (CSAE). The following are strictly prohibited on our app and will result in content removal, account suspension, and reporting to relevant authorities in accordance with applicable laws:

  • Creating, posting, sharing, storing, or distributing Child Sexual Abuse Material (CSAM)
  • Sexual depictions or descriptions of minors (under 18)
  • Grooming of minors — building trust to enable sexual approach, including gifts, private meetings, or coercion
  • Sending sexual content to minors or exposing minors to such content
  • Soliciting or exchanging sexualized images of minors
  • Content related to child trafficking, prostitution, or sexual coercion
  • CGI/animated/illustrated sexual content depicting minors
  • Sharing links to, or providing guidance for distributing, CSAE content

Minimum age: Users under 14 are not permitted to register. Age is verified via date of birth at signup. Users aged 14 – 17 receive additional protections under Korea's Juvenile Protection Act and the Act on the Protection of Children and Youth against Sex Offenses.

In-app reporting: Any non-owner content can be reported through the overflow (⋯) menu. Available report entry points:

  • User profiles — accessed via the Communication tab: the Nearby list (users within ~99 m), and the Bridge list (friend-of-friend introductions) when the Bridge tab is shown. User-space (content) screens of friends do not have a separate user-report entry point; to report any specific user (including friends), please open the Communication tab and find them in the Nearby list (or the Bridge list, when shown). If the user does not appear in any list, please use the email reporting channel (safety@offside.my) instead.
  • Photos (feed and detail), diaries (card and detail), guestbook entries and replies, comments (photo, diary, guestbook, place, Link), and Link posts (card and detail)

The reporter selects one of 11 reason categories. For CSAE-related reports, please select "Illegal activity" or "Inappropriate content" and write "Child Safety" or "CSAE" in the description field — these reports are prioritized by our safety team. A dedicated "Child Safety (CSAE)" reason category will be added in a future update.

Reporting workflow: Submitted reports are stored in our content_reports table immediately. Our safety team reviews reports within 2 business days (or as soon as practicable for severe cases) and applies temporary restriction, permanent removal, or account suspension based on the violation severity. We currently operate on a human-review-first model and will introduce automated moderation pipelines incrementally.

CSAM reporting channels (Korea): Suspected CSAM is reported by our operations team to the Korean National Police Cyber Bureau (ecrm.police.go.kr, emergency 182) and/or the Korea Communications Standards Commission (kocsc.or.kr), in accordance with Korean law. We also direct victims to the Digital Sex Crime Victim Support Center (d4u.stop.or.kr) for direct counseling and content takedown assistance.

International reporting (reference): For matters with U.S. jurisdiction, the U.S. NCMEC CyberTipline (report.cybertip.org) is available as an additional reporting channel. OFFSIDE does not currently maintain an automated reporting pipeline with NCMEC or the Korean authorities; all reporting is performed manually by our operations team.

Blocking: Users can block other users from the overflow menu of the Nearby user cards (and the Bridge user cards, when the Bridge tab is shown) in the Communication tab. Blocking enforces bidirectional message blocking (server-side trigger) and severs any existing friendship. Note that public-visibility content (photos, diaries, guestbook, Link) set by the publisher to "everyone" may remain mutually viewable; to fully restrict visibility, the publisher must adjust the content's permission scope. Blocked users can be managed under Settings → Blocked Users.
